The Utility Billing Office is responsible for the monthly billing and collection of Water, Sewer, and Trash user charges.

Duties

  1. Read-ins & read-outs (placement and removal of water meters for utility customers when change of occupancy).
  2. Installation of new meter systems.
  3. Replacement of stuck, frozen water meters and meter leaks.
  4. Automated bank drafting weekly for utility payments.
  5. Water meters are read monthly by meter representatives and entered into the computer through an electronic hand-held systems.
  6. Annual in-house meter and remote box check.
  7. Water meter testing on stuck or defective systems.
  8. Placement of construction meters for new development, and hydrant meters for filling pools and fund-raising programs such as car wash for local schools.
  9. Termination of water service for nonpayment of utility bills.

Water

Water Rates

The cost rate schedule for metered water furnished to all properties, the Ayersville Water and Sewer District, the Brunersburg Water District, the Lake Christy Meadows Water Utility, and unmetered bulk water furnished for transport, and for which invoices are issued during 2017 is:  $37.08 per 1,000 cubic feet

The Readiness-to-Serve charges are levied on each water service connection through which potable water is or may be supplied to assessed premises for any purpose other than fire protection, and the amount levied on each service connection to properties inside and outside the corporate limits of the City for which invoices are issued during 2017 are shown in the chart to the right:

 

Water Meter Department

The Water Meter Division is part of the City of Defiance’s Utility Billing Office and is responsible for maintaining more than 6,570 existing water meters. The division is also responsible for the installation of meters on new construction.

The Division is funded by revenues generated from the sale of water measured by residential and commercial meters. Measured water consumption is also the basis for determining wastewater service charges. The accuracy and accountability of these water meters are very important factors in the city’s efforts to maintain competitive water and wastewater rates and to meet funding needs. As long as meters accurately measure water use, customers can be assured that they are paying only for the water and wastewater service they receive.

Although the Water Meter Division’s responsibility primarily begins and ends at the meter, staff are more than happy to answer any questions customers may have about their water service. It is important that we work as a team with you, our customers, to help you get the most for your money. It is also important to remember that water is precious. We all must work together to conserve this important natural resource.

Sewage Rates

The Commodity Charge levied on each property discharging sanitary waste water or other wastes to the municipal sewage collection system and for which invoices are issued during 2017 is:  $4.16 per 100 cubic feet

The Readiness-to-Serve charges levied on sewer connections to properties inside and outside the corporate limits of the City and for which invoices are issued during 2017 are shown in the chart to the right:

Trash & Recycling

Trash Information

City of Defiance Garbage and Recycling Collection Program and Schedule Weekly Collection: Limit per household of (2) 30 gallon cans with lids, handles, and sturdy bottoms not to exceed 50 lbs. each or (4) 30 gallon, sturdy plastic garbage bags not exceed 40 lbs. each of normal household refuse. Do not use papers sacks, boxes, or barrels for containers. Wrap sharp objects and glass. Needles should be put in 2-liter bottles and placed in garbage. No explosive or hazardous materials. All items must be canned or bagged.

Any resident needing additional pick up over the 2 can or 4 bag limit may purchase tags from WERLOR and Defiance Chief Supermarkets. Only WERLOR tagged bags will be picked up over the limit. Recycling containers will be picked up the same day as trash service.

Time: Collections begin at 7:00 a.m. Please have your containers out and ready for collection.

Location: Place bags/cans at the front curb so they are visible and easily accessible to the collector and away from vehicles. If disabled, contact office.

Monthly Curbside Collection: Bulky household rubbish.

Time: Collections begin at 7:00 a.m. Unlimited items should not be placed out for collection earlier than 24 hours before the scheduled pickup day. Residents may be subject to fine or penalty by the City of Defiance if trash is placed out other than at specified times.

Included: Any household items must be placed in boxes or open containers. No extra bags will be allowed. ALL containers will be taken. Carpeting rolled & tied not to exceed 100 lbs. per roll and maximum length of 6′. Furniture, appliances, and water heaters will be taken. Boxes should be broken and tied. Please Note: This pick up must be in front, along the street, where your house faces.

Excluded: Vehicle Parts (including tires), building and construction material, anything in plastic bags. Grass, leaves, ashes, human wastes, explosives or hazardous materials, cement and rocks. No more than (4) 30 gallon bags of garbage or (2) 30 gallon cans of regular trash will be collected. Annual Christmas trees front curb pick up will be announced each year (one week only on regular garbage day). LANDFILL WILL NOT ACCEPT 5 TO 55 GALLON DRUMS OR BARRELS UNLESS BOTH ENDS ARE REMOVED. (CALL US TO ARRANGE DISPOSAL OF THESE ITEMS.)

Holiday Schedule: When a legal holiday falls on a weekday, regular scheduled collection will be one day late. Legal holidays honored are: New Year’s Day, Memorial Day, 4th of July, Labor Day, Thanksgiving Day and Christmas. Recycling Information

Please Help make recycling happen by preparing your recyclable materials as requested. What can be recycled and how these materials have to be prepared is determined by the businesses that makes products from recycled materials. Careful preparation and separation of recyclables is important. Manufacturers require clean and contaminant-free materials to make new products. Unsorted or improperly prepared materials will be left at the curb with an explanation. Please, no trash. Non-recyclable items will be left in the recycling container. Please dispose with garbage. The following items are part of the curbside recycling program.

Corrugated Cardboard
Viewed from the edge, corrugated cardboard looks like this: -Remove packing materials, such as foam, peanuts & bubblewrap. -All paste board boxes must have wax liner removed, including cereal boxes. -Flatten boxes and place beneath recycling container. -Cereal or other paperboard boxes OK. -NO wax-coated milk cartons or boxes. -NO juice containers.

Beverage Cans
-Please drain completely. -Aluminum & steel beverage cans will be separated automatically at the Recycling Center. -You may flatten cans to save space.

Steel Food Cans
-Rinse clean. -Paper labels OK -Place lid inside can and pinch end close to keep lid inside.

Newspaper
-Stack in brown grocery bags. -DO NOT pack in plastic bags or tie in bundles. -Loose newspaper can cause litter. -Wet newspapers CANNOT be recycled. -Shiny paper is OK.

Glass Bottles & Jars
-Throw away caps & lids. -MUST rinse clean. -Paper labels do not have to be removed. -NO window, ceramic, Pyrex or heat resistant glass. -NO china, dishes, light bulbs or mirrors.

Plastic Bottles & Jars
-Throw away caps. -MUST rinse bottles clean. -ACCEPTABLE: CLEAR pop bottles GREEN pop bottles WHITE milk & water jugs COLORED detergent, softener & bleach bottles -You may flatten plastic bottles to save space for your home storage. -ONLY #1 & #2 plastic is acceptable. Non-coded or coded #3-7 WILL NOT be acceptable. -NO motor oil, transmission oil or antifreeze containers.

Junk Mail
-Put all junk mail into PLASTIC GROCERY BAGS ONLY. -Magazines and catalogs OK -Wrapping Paper OK

Scrap Aluminum
-Aluminum foil, pie & dinner trays -PLEASE rinse clean. -Aluminum lawn furniture etc. -Remove fabric and other contaminants.

Office Hours:
Monday – Friday 8:00 a.m. – 4:30 p.m.Residence maintaining active water accounts with the City may be excluded from refuse charges for temporary periods of time if the dwelling is reported to be vacant and the total quantity of water furnished to the dwelling is consistent with such report. Billing for a residence may be suspended if all of the following conditions are met:

  1. The City water account remains active.
  2. The request for suspended billing is made in advance of any billing period for which the resident is requesting suspension of charges. No credit will be given for past or partial monthly billing periods.
  3. The total quantity of water furnished to the dwelling reflects vacancy for the entire billing period. Charges may not be suspended for a billing period if there is occupancy for any part of that period.
  4. Payment on the account is current.

Charges for which residents have requested suspension will be resumed without notification to the resident if all of the above conditions are not met at any time during the suspension period, or if refuse is placed out for disposal at any time during this period.For residential customers, both your water and your sewer bill is based on the water meter readings. If you believe your bill is higher than it should be, first check the areas listed below, then contact Utility Customer Service at 419.782.1946.

Do you have a leaky valve on a toilet? Most high consumption problems are caused by leaks in the toilet. To test for a leak, simply place food coloring in the upper tank of your toilet. Wait about five minutes and see if the color shows up in the bowl. If it does, you have a leaking valve that should be replaced.

Do you have faucets that drip? Even a slow drip can waste water and money and should be repaired.

Flow restrictors can be installed in the shower heads to reduce water consumption.For residential customers, both your water and your sewer bill is based on the water meter readings. If you believe your bill is lower than it should be, contact Utility Customer Service at 419.782.1946.The City is responsible for any repairs in the system leading up to and including the “curb box”.  The property owner is responsible for any repairs from the “curb box” to the house or building being served and everything inside.
